First of all, I agree with you that asking to buy new releases of CIE just to be able to export recent editions of CI is not user friendly. Sahovski should provide free updates for previous versions of CIE and CIR to allow export.
But let me disagree with you about chess software quality:
CIE is not as feature reach as Chessbase, but CB 9 is also far behind CA 8. Also, Chessbase 9 was as buggy when first released as no other chess software on my memory, except Deep Junior 9 GUI. By the way, do you know that the latest update to ChessBase 9 is not available from PlayChess and is distributed only on CBM 106 CD? This means that if you want to update ChessBase 9, you must buy CBM 106! Both Convekta and Sahovski respond to my support requests very fast and in very user friendly manner.
Quality of Chess Informant publications is very high and can be compared only to NIC Yearbook. CBM is good, also, but the quality of some CBM openings reviews is much below average while every edition of CI and NIC YB are of the same very high quality.
If Sahovski could find resources to make both ECO and ECE up to date, and to update it frequently, many chess players would say "Thanks!". Also, an electronic edition of an updated ECE would be a must have for everybody serious about chess. And resuming publishing of openings monographs, especially in electronic form, would be just great.
